Serial: Sea Raiders, 1941

In an attempt to elude Brack Warren, a harbor patrolman tasked with protecting a novel kind of torpedo boat constructed by Billy's brother, Tom Adams, the Sea Raiders, a group of foreign operatives led by Carl Tonjes and Elliott Carlton, blow up a cargo carrying Billy Adams and Toby Nelson as stowaways. Billy and Toby don't like being blown up, whether they were the intended targets or not. They locate the Sea Raiders' island hideout with the help of their gang and the Little Tough Guys.
