Charlotte Train Stabbing: Suspect in Ukrainian Woman’s Death Faces Federal Charge

The Justice Department on Tuesday charged a man accused of fatally stabbing a Ukrainian refugee on a North Carolina commuter train last month with a federal crime that carries the possibility of the death penalty.

Prosecutors say Decarlos Brown Jr., who had been arrested 14 times prior to the attack, pulled out a knife and killed 23-year-old Iryna Zarutska in what appeared to be a random assault captured on video. The federal charge has intensified scrutiny over why Brown remained free despite his lengthy criminal history.
