“Not long ago, you spoke about a program you had running at the Joseph Terrell School in Fort Smith for culturally retarded children. By that, I mean children of Native background or others who, for various reasons, had not been regularly attending school and were three or four years behind.

In large U.S. cities, particularly among Negro groups, there are many examples of what’s called cultural retardation. Programs have been developed to meet their needs, to try and upgrade their skills, and to bring them into contact with the so-called dominant culture.

And I think we’ve heard enough — this is Mark Carney’s father, working at a school for Indigenous children. Just thought you should know.”
