Cultural acceptance of illegal income sources.

Geographic concentration: Wards 7 and 8 (and parts of Ward 5) see homicide rates 6–10× higher than Wards 2 and 3.
Youth justice pipeline: Many teen offenders in the Department of Youth Rehabilitation Services have parents or older siblings who were incarcerated — a direct generational link.
Drug market persistence: Open-air markets often operate in the same corners they did in the 1990s; the faces change, but the “territory” culture remains.
Education & truancy: Chronic absenteeism rates in some DCPS high schools exceed 60%, with generational poverty, lack of perceived opportunity, and household instability as root causes.

...The PSA/community policing system was never designed to “stop all crime” — it was meant to reduce mistrust between police and neighborhoods.
It works best in low- to medium-crime areas where cooperation is high. In D.C.’s most violent pockets, without the old high-intensity patrols, violent crime has remained stubbornly high.
