Aliexpress scam - item not received but tracking shows it arrived - no refund

"Refund request decision: Invalid" How Aliexpress is refusing to refund when item doesn't arrive, because tracking shows "item did arrive at destination country". This was for the 2 weeks air shipping with paid shipping cost.
