But during all this time I was not in Jerusalem, for in the thirty-second year of Artaxerxes king of Babylon I had gone to the king. After some time, however, I asked leave from the king,

Nehemiah spent twelve years in Jerusalem and went back to Babylon as he had promise. After a period of time (a year?) he came back and found that things were not right. Tobiah was an Ammonite to whom Eliashib had given a large room in the court of the Temple during Nehemiah's absence from Jerusalem. So when he comes back, Nehemiah has to deal with unfaithfulness in the tithe, desecration of the Sabbath, and intermarriage.
