On May 19, 2025, the World Health Organization kicked off the 78th World Health Assembly (WHA78), reuniting delegates of the WHO’s member states in Geneva.

This year, the Pandemic Agreement was “officially adopted” during their plenary session on May 20. What does this mean? Did all member states adopt it? Was the procedure legitimate?

While the so-called consensus on this treaty was celebrated, it was actually not the victory they claim, as the real bone of contention, the PABS (Pathogen Access Benefit Sharing) system, remains to be negotiated –– meaning that the Pandemic Agreement CANNOT be signed until at least next year’s WHA.

As always, things are not so clear with the WHO, and it is crucial to read the fine print.
