Bolton has theory on why Trump threatened Russia with sanctions

President Donald Trump threatened new sanctions on Russia, including on its banking sector, in response to Moscow's continued bombardment of Ukraine. Later, the US president still sounded conciliatory toward Russia's Vladimir Putin, saying Russia holds "all the cards" in the war.
