This footage shows a glimpse of the weather along Ballesteros Street. According to reports from Rappler, Storm Signal No. 4 was raised on September 14 as Mangkhut swept through Cagayan. This is the second highest signal in the country, indicating winds of at least 106-137 miles per hour that are expected to hit within 12 hours. Mangkhut is made landfall in Cagayan in the early hours of September 15, according to local media. Thousands had been evacuated in anticipation of the storm.
