Heavy rain swamped Toronto on August 7, flooding parts of the city and leaving thousands without power. Toronto Hydro said 16,000 customers were left without power after an outage at one of their transmission stations. Toronto police tweeted about several flooding rescue operations they conducted Tuesday night. In one incident, an officer swam to a flooded elevator with a crowbar to save two men stuck in the elevator, where water levels had reached six-feet high, police said the men only had a one-foot air pocket when they were rescued.
