Why is Tony Blair Complaining About Mass Immigration?

Mass immigration levels are so high that even the architect of it, Tony Blair, is acknowledging the issues modern Britain faces. However, I dare say he may be playing a political strategy here, and we should take anything he says with a large dollop of caution.
