Martinsville failed to follow public purchasing laws for years, 70-page city attorney report reveals

The Martinsville city attorney released a 70-page report this week that uncovered the city has failed to adhere to Indiana’s public purchasing laws for years. The report, compiled by attorney Anne Cowgur of Indianapolis-based firm Taft Law, said the city inherited “an extremely deficient purchasing system, made apparent by the lack of designated purchasing agents, policies and guidelines.” The review suggested Martinsville make numerous changes including establishing rules for purchases of services, setting up specification policies, and designating city departments as separate purchasing agencies.
