UBI: Universal Basic Income • Safety net or fish net?

Universal basic income (UBI) proposes that the government give every adult citizen a set amount of money on a regular basis, typically without conditions related to wealth or employment. This 'experiment' (aka, Welfare) as failed in many poor communities. But it is seen in some wealthy communities as a success; i.e., keep people in their place (welfare pre-UBI).
