Tropical storm Kai-Tak, known locally as Urduja, battered the Philippines over the weekend and Monday, December 18, killing at least 42 after triggering severe floods and landslides. According to the Manila Times, 28 fatalities were reported in Biliran, the area most affected by the storm. The video was shot by a resident in Eastern Samar, where a fisherman and a four-year-old child died. Local officials said 19,000 families had been moved to evacuation centers. On popular tourist island Boracay, where the video was filmed, hundreds of families were evacuated due to the heavy rains. The storm was forecast to move towards Vietnam and the Malay Peninsula mid-week after its landfall in the Philippines. Credit: Instagram/dartagnanfrancois via Storyful
