Charges later dropped against 9-year-old boy who was arrested at elementary school

9-year-old boy was arrested and put in handcuffs at his elementary school on August 30. His father caught the arrest on video. The boy's father says he was being bullied, but a student who witnessed the incident says the boy choked a student and a teacher.
