James Herbert Martin, Marina Oswald's CIA Handler?

I think so, but I suppose the CIA's "James H. Martin" could possibly have been some other James H. Martin. But the paucity of information on the CIA's Martin leads me to think that both are the same Martin. Something said by Rob Clark put me on to this, and since he routinely files his documents in the circular folder, according to his latest podcast, I think it's okay to go through his trash.
