Vulnerable people in Aguadilla, Puerto Rico, including a cancer patient, two pregnant women, an elderly man and a police officer with a gunshot wound, were evacuated to Miami by private citizens on a small charter plane on October 11. Andres Rosa, who filmed these videos and is helping coordinate relief efforts along with some friends and family, said the western side of Puerto Rico has been left almost entirely without significant help from FEMA or other agencies. “We had to go down to the police station and force them to help us transport these people to the airport. We took care of everything else; the flight, the logistics, gas, everything. People are desperate here. We need help, we have to do this ourselves.” Rosa and his “team,” as he calls them, have been making regular trips to Puerto Rico from Florida and New York with medicine, basic supplies, fuel pumps, chainsaws, and generators. In Utuado, where some people in the hills are totally cut off from the town because of landslides and destroyed roads, only about a dozen national guardsmen were found and no FEMA presence, and no logistical coordination to help the most isolated and vulnerable. “We really need walkie-talkies,” he said.
