According to scripture, it tells exactly who lucifer is and where he is located. When the creator first created creation he imprisoned all the fallen angels that transgressed him (before creation was made) to the firmament itself. So when we look up we can see the imprisoned angels as the roof. (Our dome ceiling isn’t far.) They are bright and shiny.

Also this verse when lucifer temps yahshua, he offers him Mathew’s 4:9 "All this I will give you,” he said, “if you will bow down and worship me.” It was his to give because the sun gives life to earth.

When he mentions seeing and giving away all the kingdoms of all of the earth its because they can see the entire plane (of flat earth) from the center (mount meru) in all directions.
