Kurds across northern Iraq were celebrating on September 27 as preliminary figures in an independence referendum showed a whopping 92.7 percent of voters were in favor of secession from Baghdad rule. The referendum is an advisory one, and not binding. President Massoud Barzani said he would consider a positive result as a mandate to engage in negotiations with Baghdad for independence.
