Hurricane Maria turned toward the northeast early on Wednesday, September 27, but was still churning the surf on North Carolina’s Outer Banks. The storm’s center was about 165 miles east of Cape Hatteras on Wednesday morning. This video, shot a day earlier, shows a kitesurfer close to Jennette’s Pier in Nags Head using the strong winds to ride waves generated by the storm.
