Texas Governor Greg Abbot declared a disaster for 30 counties along the Texas coast on August 25 ahead of Hurricane Harvey making landfall. Video shows powerful winds and rain sweeping into Corpus Christi, Texas, as the storm neared land on August 25. Hurricane Harvey ramped up to Category 4 on Friday, with the NOAA reporting top sustained wind speeds of 130 mph as it neared Rockport during the evening.
