Rumble Texas Gov Greg Abbott has declared a state of emergency in Houston after record rainfall and rising floodwaters claimed the lives of at least five people and left hundreds homeless. The National Weather Service recorded 17.6 inches of rainfall in some parts of the Houston metro area on Monday. The state of emergency covers Harris, Bastrop, Colorado, Fort Bend, Montgomery, Austin, Wharton, Waller and Grimes counties.This drone video shows the scale of the flooding in Katy, Texas.
