Elon Musk, Tesla's chief executive, proposed the company's first European "gigafactory" in a forest outside Berlin. Then, Angela Merkel hailed it as proof that "a lot can be accomplished in a short time" in the former communist east of Germany. Way back in 2019, almost two years since Tesla CEO Elon Musk sought to shake up Germany's smug auto industry, environmental protests and bureaucratic challenges prevented the grand opening from occurring and left him pleading for "active processes" to streamline such projects.
