Germany's costly migrant spending plan

Germany's federal states are planning to spend around 17 billion euros dealing with the refugee crisis in 2016, according to the newspaper Die Welt. That's more than the government allocates to education and, as Sonia Legg reports, it's not going down well with all Germans.
