Ethiopian Head of State Mengistu Haile-Marian said that his military forces would not lay down their arms as long as Ethiopia's Popular Revolution is threatened. Colonel Mengistu was speaking in Addis Ababa at a military parade to mark the fifth anniversary of the overthrow of Emperor Haile Selassie. Special guest at the anniversary celebration was Soviet Premier Alexei Kosygin.
