MKUltra Still Happening in 2023? Soft White Underbelly Interviews : Coincidence Or Reality?

In two recent interviews by the YouTube channel Soft White Underbelly of mentally ill female addicts both claim MKUltra is responsible for their current conditions.

Of course the validity of the source is damaged due to the mental state of the two women however both mentioning MKUltra which is a relatively fringe topic raises questions.

MKUltra was/ is an illegal human experimentation program designed and undertaken by the U.S. Central Intelligence Agency.

Could this still be happening in the US today?
