Was the ATF pistol brace amnesty a failure or did people fall into a trap by not complying?

In this video I make a little commentary on something I think is a huge possibility when it comes the success of failure of the pistol brace amnesty. I think many people are over looking this and they might have played right into the mastermind's plans who orchestrated this. Many people are claiming that due to the smaller number of registrations as compared to the large estimates of the number of firearms that would be covered by this new rule, it means it was a massive failure. However, due to confirmation bias, is the truth something else entirely and possibly in the ATF's eyes it is a massive success as they now have a legal mechanism to confiscate more guns without much resistance or fanfare?
