A culture OF Justice and Mercy

If you want an environment of mercy, it has to be in the grounds of justice. What would we have if we had an all merciful culture, with no justice? A culture that is unjust toward victims! (and probably a whole lot more crime!)

Mercy and Justice, in the fullness of God, are the makings of an orderly and upright society.
