WorkSafe is the regulator. They were supposed to monitor the safety of workplaces, like monitoring machinery etc. It is not within their regulatory power to insist on workers getting the jab

HSWA Section 191 ss 2 Designated Agencies

Exemptions - As a CEO of your business - even under the "Orders" you basically have to apply to yourself for a vax exemption for yourself or your workers

Before "Orders" can be implemented CEOs must be "Designated by way of notice in the NZ Gazette and must specific the scope of the agencies role"
So before the CEOS of groups like Corrections, the Ports , Aviation and so on, could implement the vax orders these CEOs would have to be "Designated"
