Politics: Merkel's Revelation ... Was Putin Naive?

Angela Merkel has made an astonishing admittance on a Television show that she knew that the Minsk Agreement would never be implemented and that it was a ruse to buy time for Ukraine. Has she spoke the truth? Maybe, but I will not put to much faith in that. However, it was for everybody clear that Ukraine would not implement the Minsk Agreement and I often wondered why Putin believed the West. Was he naive or was Russian just not ready for the envisaged Western attack on Russian.
