Taiwan selling only trash chips to Russia

Taiwan’s new export ban will make it so Russia & Belarus can only buy chips that are pretty trash.
Among other constraints they will be limited to only chips that run at or below 25MHz & to put that in to perspective the Playstation 2’s CPU ran at about 300MHz & modern CPUs run somewhere between 3 and 5000 MHz.
So basically the chips they will be able to get will be only usable for simpler things like home appliances for example.
Russia is starting its own chip production, but they are expecting to start producing 28nm chips by about 2030.
So if literally everything goes to plan, in about 8 years Russia will be making chips with the performance of like 2 decades old chips at that point.
They will however probably just route chip purchases through either China or India & they could start using China’s own x86 chips that are based on an old AMD design & really only usable for office work.
