Carl Sanders (Videos rec. 1997 or -98)

Carl Sanders was a former IBM and General Electric employee. In 1966 he was a team member with a contract to develop a microchip "to reconnect the nerve ends of a broken spine".
After the development failed, a government contract followed to develop an ID microchip - "not to transplant into humans or animals, but to track (criminal) drug shipments and apprehend drug traffickers."

The successful development of the first ID chip was followed by another government contract in which Carl Sanders served as "senior project engineer" with a team of about 100 that included researchers from General Electric, Motorola, Bell Laboratory, Boston Medical Center and Stanford University. ...

He was at "17 one-world meetings, including one in Luxembourg - with Henry Kissinger, George Shultz, and Bob Gates (father of Bill Gates) - in which the implantable microchip was discussed" (quote from 2/4 Microchip, min 12:10).
