The agreement created a permanent War Crimes tribunal in The Hague, Netherlands, and was supported by all of Europe and pretty much every US ally. So why, then, did Clinton’s successor, President George W. Bush, quietly withdraw US support for the treaty, effectively “unsigning” it in 2002?
