How to recover a dead 18650 Li-ion battery cell revive rejuvenate lithium ion batteries DIY

I have a few old laptop batteries with 18650 cells that I'm trying to recover for another project. Some of the cells are too low for my ISDT charger to even recognize as a battery. Lithium cells on my charger require 2.9 volts to even register. I've used same concept to recover car batteries where smart chargers wont even detect. You need a dummy or non smart charger to make this happen. You also charge the 18650 cell in parallel.
