China's effectiveness vs. Western theater: the underlying reasons

From Nancy Pelosi wanting to fly to Taiwan, to yet another big infrastructure project the West announces but won't follow through, to letting the common people profit from the spoils of economic growth: wherever we look, the West talks about great ideals but fails to get anything done. Globalists seem to be at all levers of power, yet fail to achieve anything that gains broad approval. China is certainly not perfect, but year after year China can report successes and improvements. Why is that so?
