Here's another way we are being silenced

I was going to put on an informal talk in a public park in Elmira, NY entitled "We are under a blockade". I took out an ad in the local newspaper, and then inquired whether I needed a permit. That answer was yes, $50 and they wanted insurance. Because my talk is political in nature, I could not get insurance. I tried several providers. I reminded the clerk of our First Amendment. She replied something like "I don't know about that. I only know what I read here. Elmira I know from experience has no use for the Bill of rights.
