Fairfax street takeover gang attempts to break into police car with officer inside
A Fairfax County, Virginia, female police officer was recently surrounded in her vehicle and attacked by a street takeover gang.
Fairfax County Police Chief Kevin Davis shared the details of the attack that took place early Easter Sunday morning on the officer’s vehicle as she called in for help.
The unidentified officer spotted the group doing donuts in an industrial area parking lot in Springfield, Virginia. When she approached the crowd in her vehicle, the large crowd surrounded her, shaking the police cruiser and attempting to break into the doors.
“A huge crowd is hitting my car. I need units to expedite,” the police officer is heard saying in a video recording played at a Fairfax County police press conference on Wednesday.
Davis said that the videos show the perpetrators “trying to open her car doors” and were “a bunch of masked tough guy wannabe thugs.”
“I believe they fully intended to drag her out of that car, but thankfully, they didn’t get into the car, and she escaped unharmed,” he said.
Davis added, “This is not going to happen again in Fairfax County.”
He clarified that the people involved in the street takeover are “not young people exercising their First Amendment” but are instead “criminals.”
Social media and police dash cam videos of the incident showed the crowd mobbing the police car, attacking the doors and windows, and jumping on the roof of the vehicle.
One of the videos showed an individual waving a gun in the air. When more officers arrived, the crowd fled the scene.
“The police exist to address crime and disorder. This is both crime and disorder. I don’t know anyone who has an appetite for this to continue,” Davis said Wednesday.
The police chief shared several arrests of suspects they believe may be connected to Sunday’s incident.

Stephanie Melgoza sentenced to 14-years in prison from a drunk driving crash that killed two people
A woman was sentenced to 14 years in prison in connection with a drunk driving crash that killed two people last year.
Tazewell County Judge Tim Cusack said he didn’t believe his sentence for Stephanie Melgoza would make anyone happy, but he did say it believed it was the most just. He also implored the packed second-floor courtroom to remember the names of the victims.
“What does my sentence to prison do if no one remembers their names? We need to get the word out,” the judge said.
Melgoza tearfully turned to the families of Andrea Rosewicz, 43, of Avon, Ohio, and Paul Prowant, 55, of Seattle and repeatedly said she was sorry. She vowed to live with the deaths for the rest of her life, and said she hoped to turn something positive out of the tragedy.
“I never meant to hurt anybody. I’m so sorry for the pain that I have caused. I will not forget them and I will live with this everyday,” she said during a final statement before her sentence was imposed.
Melgoza, 24, entered a “blind” plea, or one without any agreement, to two counts of aggravated DUI and two counts of aggravated reckless driving.
On April 10, 2022, Melgoza’s car struck Rosewicz and Prowant. Both were pronounced dead at the scene after being struck in the 3300 block of North Main Street around 10:15 p.m. that night.
Family members of Rosewicz and Prowant chastised Melgoza, saying it was her decision and hers alone to drink and drive that night. They wanted the maximum sentence of 28 years behind bars for her, saying it was necessary to protect the public.
They held up pictures for Melgoza and Cusack to see, and reminded everyone of the human cost of the accident. Lives were forever changed, they said. Smiles were gone. Celebrations were different and Melgoza, they said, was to blame.
For his part, defense attorney Kevin Sullivan noted his client was remorseful and thought about the crash and the victims daily. He said it was her to called 911 and that she has been cooperative ever since. Melgoza, he said, wanted to “pay it forward” by trying to use her story to prevent others from making the same mistake.
“She could really become a poster child or a poster person for what not to do and who better to have that come from than her, than she, who’s experienced just this,” he said.
Court records indicate an East Peoria Police officer noticed Melgoza’s Dodge Dart with heavy front-end damage. Melgoza reportedly had slurred speech and red, watery eyes. There was a strong odor of alcohol as well, according to the officer’s report from that night.
A probable because statement filed in court when she was charged indicated Melgoza admitted to police she was driving about 40 mph in a 30-mph zone and struck a person.
When they looked through the Dart, officers found a small bag of marijuana, a hitter pipe and an open bottle of Tito’s vodka. Melgoza failed a field sobriety test and was arrested at the scene, according to court records.
Aggravated DUI carries a mandatory prison of three to 14 years in prison. Given that two people were killed, Melgoza faced up to 28 years behind bars. She must serve at least 85% of any sentence imposed.
Cusack could have imposed a term of probation, but Melgoza, a 2022 Bradley University graduate, had to have shown “extraordinary circumstances” why she should not go to prison. That’s different from most crimes, as the burden is on Melgoza to show why she should get probation.
Melgoza was given credit for about four months she spent in home confinement, as well as two days already spent in custody. With that and the requirement that she must serve at least 85% of her sentence, she could get out of prison in about 11 1/2 years.

Akron police release footage of Jayland Walker being shot up to 60 times
0:00 - Narrative
3:27 - Body cam
-----
Authorities on Sunday released shocking body camera footage of the fatal shooting of Black motorist Jayland Walker in a hail of bullets after Akron police say he fled a traffic stop last week.
The video shows multiple officers converge on the vehicle at the conclusion of a pursuit. Walker apparently exits the silver Buick in a ski mask, and Police Chief Stephen Mylett said it appeared that Walker reached toward his waist during a foot chase and briefly turned toward officers before they opened fire.
Mylett said the medical examiner found about 60 wounds on Walker's body, although the actual number of shots fired had not been determined.
The chief said that when the shooting stopped the officers immediately attempted to provide care to Walker, but that he died at the scene. Mylett said the eight officers directly involved in the shooting had been placed on administrative leave.
Video from the scene showed a gun on the front seat of Walker's car, and Mylett said video did appear to show the flash of a gun from Walker's car during the chase. The Ohio Bureau of Criminal Investigation is conducting the investigation at the request of Akron police.
At a press conference Sunday, Mylett was asked if officers overreacted to the perceived threat.
"It was difficult to watch, and shocking," Mylett said, adding that "I'm not going to pass judgment" until the investigation is completed.
Mylett praised the Walker family for their call for peaceful demonstrations. Mayor Daniel Horrigan pleaded for calm and for patience while the investigation is taking place.
"The video is heartbreaking, it's hard to take in," Horrigan said.
The police department said it was releasing all footage of Monday's shooting, rather than just videos required by law within one week, after first showing the footage to Walker's family.
The U.S. Attorney’s Office, the Justice Department’s Civil Rights Division, and the FBI field office in Akron were "closely monitoring and reviewing the circumstances" surrounding Walker's death, the Justice Department said in a statement.
"The FBI continues to coordinate with state and local partners to provide resources and specialized skills," the statement added. "If the evidence reveals potential violations of federal criminal statutes, the Justice Department will take appropriate action.”
The city canceled it's Fourth of July Festival after the shooting, and the Akron chapter of the NAACP planned a march and rally downtown Sunday afternoon to coincide with the release of videos.
Bobby DiCello, an attorney for Walker's family, called the video "brutal."
"It's going to stir up some passion. It's going to make people uneasy," DiCello said ahead of the video's release.
WHAT WE KNOW:Akron police fatally shot Jayland Walker
Police said Walker, a 25-year-old DoorDash driver, refused to stop his car and fired at officers during a chase. Officers on the scene said Walker jumped out of his rolling vehicle and created a "deadly threat," leading officers to use stun guns, which failed, and then firearms.
Walker was found lying on his back while in handcuffs when a medical examiner arrived at the scene, according to an investigative worksheet for the case shown to the Beacon Journal at the medical examiner's office. Walker had been shot in the face, abdomen and upper legs, the report said, adding that a weapon was recovered from his vehicle.
Traffic camera video obtained by the Beacon Journal shows at least 10 police cruisers pursuing Walker's vehicle at one point during the chase.
The Summit County Medical Examiner’s Office said Walker died from multiple gunshot wounds and ruled it a homicide.
The shooting sparked several days of protest from racial justice advocates. It's the third fatal shooting by a police officer in six months in Akron. On Saturday afternoon, a crowd of more than 100 gathered outside the city courthouse and chanted, "No justice, no peace, prosecute the police."
"Jayland was a wonderful, wonderful young man," said Robert DeJournett, pastor at St. Ashworth Temple in Akron, who said he was a relative of Walker's.
"We just want everyone to know who Jayland was," Walker's aunt, Lajuana Walker-Dawkins, said. "We don't want him to be portrayed as some thug."
The city canceled it's Rib, White, & Blue Festival that had been scheduled to open Friday and run through the Fourth of July.
“I completely understand that some residents and guests will be disappointed by the decision to cancel the festival this holiday weekend," Akron Mayor Dan Horrigan said in a statement. "Unfortunately, I feel strongly that this is not the time for a city-led celebration."

Farmington PD releases body cam video that captured barrage of gunfire which killed 25YO Chase Allen
Police in Farmington, Utah, released body camera footage Wednesday that captured the barrage of gunfire which killed a 25-year-old man during a traffic stop last week.
Chase Allan was pulled over by Farmington police on March 1 at around 3:20 p.m. near a post office after an officer spotted an illegal license plate — a placard with a flag — on Allan's blue BMW, Farmington police Chief Eric Johnsen said during a press conference Wednesday.
During the press conference, Johnsen told reporters that officers started to shoot after they saw Allan reach down, but also said that it is unclear exactly what happened in those brief seconds, because the body camera's view is unclear.
The footage — a compilation video of five body-worn police cameras and a single dashboard camera — shows a police car following Allan's BMW into a parking lot. The officer parks behind Allan's car, walks over to it, and taps on the driver's window. Allan cracks open the window while holding a cellphone.
"The reason you were stopped today is there is no registration on your vehicle," the officer tells Allan in the video.
"I don't need registration and I don't answer questions," Allan replies.
"Alrighty," the officer says, and then proceeds to call backup.
The officer and Allan go back and forth about why he was pulled over, before the officer tells Allan he is "detained and not free to leave." He then continues to ask for identification. Allan can be heard citing what he claims are legal arguments for his refusal to provide one.
"I understand what you are saying," the officer replies. "But you are lawfully required to identify yourself."
More arguing ensues before Allan hands the officer a passport. The officer then orders Allan to step out of the vehicle. At this point, video shows other officers have arrived at the scene.
Allan is seen refusing to step out of the car. He is still wearing his seatbelt and holding his cellphone.
"I am not required to," Allan tells police.
The bodycam footage then stops and highlights what police allege is a "holster on Mr. Allan's hip." The holster is "flexing upward," as seen through the driver's window, police said.
Allan, who is wearing a khaki coat and a trucker hat, still refuses to step out when another officer warns him that if he doesn't comply, "we're going to break the window and pull you out."
Allan is then seen transferring his cellphone from his left hand to his right hand as an officer opens the driver's door. The police video then stops to highlight what it claims is Allan's right hand moving toward the holster.
As another officer wearing a beanie leans into the front seat and tries to get Allan, one of the officers yells, "gun! gun! gun!"
The police officer slams the door shut and five officers are seeing drawing their guns and rapidly firing several rounds at the BMW. An officer then yells "cease fire," and the shooting stops.
The officers pull Allan's body out of the car. The footage again stops to highlight an "empty" holster on his hip. The video then shows a gun on the floor, partially visible under the mat of the driver's seat.
The five officers involved in the shooting have not been identified.
"I feel like they deserve privacy right now," Johnsen said Wednesday.
Allan's family has accused the police of "brutal murder," saying they have been "stonewalled" by the department, according to a statement released to local media last week. Allan's family said he was "studying law the last few years and was a patriot doing what he could to defend the people's freedom and liberty in his community," according to the Salt Lake Tribune.
Four of the five officers have been with Farmington police for between seven and eight months, and the fifth officer is a 12-year veteran of the department, Johnsen said. The status of the officers was not clear, but Johnsen said he was down 20% of his force and thanked other police departments from helping with daily operations.
Allan's family has said the officer who pulled him over "requested multiple other officers to the scene a couple of blocks prior to the stop," according to the Salt Lake Tribune. At the press conference, Johnsen disputed the family's statement.
"I want to point out there has been a statement, an allegation made that backup was called for prior to this, that is absolutely untrue," the police said.
"It's a tragic ending to what started out as an everyday traffic stop," Johnsen said.

Marion County Sheriff’s Office deputies arrested 43-year-old Patrick McAllister for Aggravated Battery with a Deadly Weapon, Felony Criminal Mischief, Tampering in a 2nd Degree Felony, and two counts of Violation of Probation.
On Tuesday, April 6, 2021, MCSO deputies responded to the area of NW 62nd Avenue in reference to a battery that had just occurred. When they arrived on scene, it was discovered that Patrick McAllister had severely injured the victim. McAllister led the victim to believe that he was not at his residence and gave her permission to enter the home.
When she entered, McAllister had hidden behind the front door and ambushed the victim, pushing and yelling at her. He placed his hands around the victim’s throat and strangled her until she lost the ability to breath and also grabbed a knife, threatened her, and struck her in the head with the handle of it. The victim attempted to call 911 to report the crime, but McAllister snatched the phone from her hand and broke it in half. Fortunately, the victim was able to escape and contact law enforcement from a nearby home.
McAllister fled from the residence into the nearby woods, at which time the MCSO K9 Unit, Aviation Unit, and other deputies initiated a search for him. While tracking through the wooded area, K9 Sergeant Hooper’s partner “Robo” tracked McAllister’s scent to his hiding spot under a fallen tree. K9 “Robo” apprehended him and McAllister wasn’t so tough anymore. He was quickly secured in handcuffs; however, he refused to cooperate with deputies to get him out of the woods and seek medical attention for the K9 bite.
Eventually, McAllister was escorted out of the wooded area and transported to a nearby hospital to be medically cleared before taken to the Marion County Jail.
The story doesn’t end there… Deputy Artman was transporting McAllister to the jail when he noticed the smell of something burning. Once he pulled to the side of the roadway and opened the back door, he discovered McAllister had damaged wiring under the floorboard and caused a small fire. McAllister was removed from the patrol car and the fire was extinguished. Deputy Fisher then finished transport to the jail, where he is held without bond.

A Grand Rapids officer involved in the shooting death of a 69-year-old Grand Rapids man April 21 will not be charged, according to the Wisconsin Department of Justice.
On Friday afternoon, the Department of Justice issued a notice that Wood County District Attorney Craig Lambert recently issued a decision that charges would not be filed in the shooting death of William F. Voelker.
According to reports from the Department of Justice investigation, at 10:57 p.m. April 21, Voelker was walking down the road in the 3100 block of Airport Avenue when a Grand Rapids officer stopped to talk to him. Voelker was wanted on suspicion of bail jumping.
During the conversation, the officer told Voelker he was looking for him for bail jumping, and Voelker unzipped his jacket and reached inside for a handgun, according to the reports. The officer warned Voelker to stop, or the officer would shoot. Voelker said he wanted the officer to shoot and pulled out the gun, according to the report.
The officer shot Voelker, then moved behind his squad car, reloaded his gun and called for help, according to the reports. Officers provided medical attention to Voelker, but he died at the scene.

Bodycam footage shows man walking toward deputies with guns before police open fire in Harris County
The Harris County Sheriff’s Office has released body-cam footage from five different officers after they opened fire on a man who walked toward them while holding guns.
The shooting happened on Dec. 1 in the 15400 block of Flemington Avenue.
The sheriff’s office said they received a call at 10:50 a.m. about an abandoned vehicle in front of a home on Flemington Avenue.
When the first deputy arrived at approximately 11:05 a.m., he reported hearing multiple gunshots and called for backup.
Other deputies responded and set up a perimeter, requested additional resources, and began evacuating neighbors.
The armed suspect, identified as Jonathan Yi, 45, barricaded himself in the home and fired a gun in multiple directions.
Deputies attempted to speak with Yi using a loudspeaker and called for him to exit the home peacefully. The sheriff’s office said Yi also fired at a drone being used by the department.
Approximately 30 minutes after deputies arrived at the scene, Yi walked out of his front door holding a rifle in each hand.
The deputies repeatedly gave verbal commands for Yi to drop the weapons, but he continued walking towards the deputies while holding the rifles and refused to comply.
The sheriff’s office said five deputies fired their weapons at Yi, striking him several times.
Despite being delivered aid by deputies, who also requested EMS, Yi died at the scene.

Bodycam shows 2 NYPD officers shot during violent struggle with domestic violence suspect
Two NYPD officers responding to a domestic violence call suffered non-life-threatening gunshot wounds in a confrontation with an ex-convict in Brooklyn on Tuesday afternoon, police said.
A 911 call from a mother who said she was being attacked by her adult son summoned the officers to an apartment on Bergen Street near Saratoga Avenue in Brownsville just after 3 p.m., according to cops.
“It’s always an argument between mother and her son,” said neighbor Nova Fuller. “He screamed, ‘Remember what you said to me yesterday? I am not going back to jail!’”
The mother said she suffered a head injury in the assault, according to police. The two officers confronted Melvin Butler, 39, and told him he was under arrest.
Butler refused the cops’ instructions to put his hands behind his back, and a “violent struggle” broke out, NYPD Chief of Detectives Joseph Kenny said at a news conference Tuesday evening.
He added that body-worn camera footage showed Butler struggling with the officers on the ground. “And then you hear an officer state, ‘He has my gun,’ and then shots are fired,” the chief said.
One of the officers was shot in the left hand and the other in the left thigh, police said.
At least one of the cops returned fire, striking Butler in the stomach and leg, said cops.
Other first responders were also at the scene. “A cop came out of the building holding his right hand,” said neighbor Andre Garvin. “He was holding his hand with something wrapping it as he rushed to the EMT.”
Both the officers were taken to Kings County Hospital, where they were reported in stable condition. Butler was taken to the same hospital, where he was listed in critical but stable condition, police said.
Butler’s criminal record includes a February 2023 charge in a domestic violence incident, police said.
He spent 15 years in prison for a 2004 attempted-murder charge and was wearing an ankle monitoring bracelet during the shooting, police and sources said.
One of the injured officers has been with the NYPD for more than nine years, and the other has been with the department for 16 years, said Police Commissioner Edward Caban. Their names were not released.

-----
Body-worn camera footage has been released of a January 9 deadly police involved shooting in Pikesville.
The 40-minute video shows the view of two officers and their fatal encounter with Sha-Kim Akil Webley outside a BP gas station on Reisterstown Road.
Police initially were called to the area for a domestic disturbance involving a man armed with a gun.
Officers spotted Webley inside the gas station store, where video shows him pointing a gun at them.
Police quickly retreat outside of the store, ordering Webley to surrender.
Several minutes into the standoff, Webley fires at least one gunshot from inside the store.
A short time later he's seen barging through the front door of the store, where he's met by rapid police gunfire.
Webley drops to the wet ground, but is seen still holding on to his gun.
Officers in the video beg an injured Webley to drop the weapon so they can provide aid.
Several more minutes go by before officers move in and take the weapon from a fallen Webley.
He later died from his injuries. Police revealed no details on the altercation they were originally called for.
One patrol car window was damaged, presumably from a flying shell casing, however no officers were hurt.

The Los Angeles County Sheriff’s Department Friday released body camera video of the fatal deputy shooting of 34-year-old David Ordaz Jr. the day after his family filed a lawsuit against the county. (LASD/YouTube)
According to the department, deputies responded to a home in the 100 block of North Rowan Avenue in East Los Angeles March 14 at about 1:50 p.m. for reports of a man with a knife who was under the influence of drugs and wanted to die by suicide.
The caller, Ordaz’s sister, informed deputies that she was seated with her brother inside of his car outside of the family’s home. When the deputies arrived at the home, they ordered Ordaz and his sister to get out of the vehicle.
Ordaz complied and exited the vehicle holding a knife at his side. The deputies held Ordaz as gunpoint and ordered him to drop the knife. Ordaz refused and told deputies to shoot him. After a back and forth with deputies, Ordaz moved from beside the vehicle to the sidewalk near the front yard of the home where a number of family members were standing.
Deputies told the family members to go inside because they were in the “crossfire.” Ordaz then moved closer to the deputies who fired less-lethal stun bag rounds at Ordaz. In the video, it appears that Ordaz backed up and then lunged toward the officers who opened fire on him, killing him as his family watched.
“I want to clearly state I have grave concerns regarding this deputy involved shooting,” Sheriff Alex Villanueva said in a statement posted to social media. “One of the deputies has been relieved of duty and their peace officer powers have been suspended, pending the outcome of this investigation.”
Following the investigation, the case will be submitted to the Los Angeles County District Attorney’s Office for further legal review. The investigation will also be shared with the Federal Bureau of Investigation Los Angeles Field Office for review, Villanueva said.

Bodycam captures tense moments before Longview police shoot, kill woman reported suicidal
The Cowlitz County Sheriff’s Office released police body camera video Wednesday that shows the moments leading up to Longview police officers shooting and killing a woman on New Year’s Day.
The shooting happened shortly after 5 a.m. at a home on Columbia Heights Road near Parkview Drive in Longview.
Dispatch logs from that morning showed that officers shot the woman within about one minute of arriving on the scene. Police identified the woman as 29-year-old Katelynn Rose Smith of Longview.
A man called 911 and told the dispatcher that his girlfriend was suicidal.
The video shows Longview police arriving at the home, with at least one of them carrying what appears to be a high-powered weapon.
Then a man is seen standing inside the home and officers tell him to come out.
That man warns officers that Smith is going for the gun he left in a room.
Officers continued to order the man to get outside. He leaves, and the officers back out.
The man begged officers to not hurt the woman.
Smith then came out, appearing to point a gun at officers. They then shoot her.
“Put your hands up!” an officer can be heard on the body camera video. “Hold the frequency, she’s got a gun. Drop the gun! Drop the gun!”
Then gunfire, in rapid succession, was heard. In all, 23 shots were fired.
“Oh, my God!” the man screams.
The man has not been identified.
Investigators recovered a Colt .38-caliber pistol from the scene with a loaded magazine.
Investigators identified the police officers involved as Elijah Heston, Caitlyn Woolcott-Rose and Dylan Fletcher.
Investigators said Heston fired 12 shots from his pistol, Fletcher four from his pistol, and Woolcott-Rose fired seven shots from her pistol.
The officers were placed on leave, which is standard protocol.
The medical examiner said Smith was hit with six bullets.
Investigators said she did not fire her gun.

Tustin police release bodycam of a fatal shooting of a man covered in blood, armed with a knife
A man armed with a knife while walking in a road was fatally shot by police in Tustin on Sunday, Jan. 8, authorities said.
Just after 8:30 a.m., officers were called to the area near the Warner and Red Hill avenues intersection about a suspicious person who was holding a large knife, the Tustin Police Department said in a news release. Police were told that the suspect had blood on his hands and clothing.
A man matching the description was holding a knife while walking in traffic lanes on Warner when authorities arrived, Tustin Police Sgt. Colt Kirwan said.
When officers approached the man, he began advancing towards them, knife still in hand, when at least one officer fired shots that struck the suspect, police said.
The man was pronounced dead at the scene. His identity was not released by authorities on Sunday pending notification of family.
It was not immediately clear what the blood on the man — seen prior to the police shooting — was from. Detectives were working to determine whether the blood was human or possibly from an animal, Kirwan said.

Colorado Springs police release body cam footage from December shooting incident involving minors
Police in Colorado Springs released body camera footage on Friday from a December officer-involved shooting involving a group of minors on the east side of Colorado Springs.
According to the Colorado Springs Police Department, officers and deputies with the El Paso County Sheriff’s Office were trying to locate a suspected stolen vehicle that may have been used in violent crimes. Authorities were in the 5900 block of Constitution Avenue at about 4 a.m. working to locate the vehicle. The area is on the east side of Colorado Springs, just east of Powers.
Police said one of the vehicle’s passengers, a 16-year-old boy, exited the vehicle once it was force-stopped in possession of a handgun, and at least one CSPD officer fired at least one round that struck the suspect. He was transported to the hospital for treatment.
Two other teenagers were also in the vehicle and were uninjured. According to officials, all three suspects have been arrested on multiple felony charges, including three counts of Attempted Murder, two counts of Attempted Armed Robbery, Conspiracy, Motor Vehicle Theft, and Assault on a Peace Officer. Officials said these charges are related to both the officer-involved incident and the alleged violent crimes leading up to it.

Bodycam footage shows moments before Phoenix police shoot sexual assault suspect
Newly-released video footage and 911 calls reveal the tense moments leading up to a Phoenix police officer firing shots at a sexual assault suspect as he attempted to run from the victim's residence.
On the morning of Feb. 13, a woman was confronted by an armed man outside her residence near 19th Avenue and Berridge Lane. The woman's child observed the suspect grabbing her and called 911.
"There's a man holding her mouth," the woman's child told the 911 dispatcher.
Court records show the suspect, later identified as 35-year-old Edward Brown, allegedly forced the woman inside the residence and assaulted her.
Multiple officers responded to the victim's apartment and allegedly observed through a window Brown assaulting the woman, according to police.
Edited portions of the police body-worn camera footage show several shots being fired at the back of the residence. As officers made entry to the residence, one officer is seen walking to the other side of the apartment where the officer starts firing several shots at a man running away from the residence.
The suspect was subdued by the gunfire and taken to the hospital. The female victim was also provided medical care for her injuries.
A firearm believed to be used by the suspect was later recovered from the backyard. At least two of the officers fired their weapons during the incident, which is subject to an internal investigation.
Brown has since been indicted for several felony offenses that include burglary, aggravated assault, kidnapping and sexual assault.

IMPD bodycam videos show deadly exchange of gunfire during traffic stop
The Indianapolis Metropolitan Police Department has released edited bodycam footage detailing an officer-involved shooting that left one man dead following a traffic stop on Indy’s near east side in January.
According to a graphic that appears at the beginning of the video, officers responded to the 2600 block of Brookside Parkway North Drive around 5:26 p.m. on Jan. 25 as part of an investigation to apprehend a convicted murderer.
According to previous reports, officers with IMPD’s East District Violence Team tried to stop a vehicle to apprehend 48-year-old Raphael Nafees Dekemper, who was wanted on several active felony warrants. Dekemper’s warrants included possession of a firearm by a serious violent felon, criminal recklessness, pointing a firearm and invasion of privacy.
IMPD detectives began investigating Dekemper after he allegedly fired several shots at individuals at a residence near East 16th Street and North Arlington Avenue earlier that same month. Dekemper had previously been convicted of murder back in 1997, IMPD said at the time.
Officers reportedly watched the suspect enter the passenger seat of a 2006 Pontiac Vibe near the 2500 block of East 16th Street before proceeding to conduct a traffic stop. A female was driving the vehicle.
An officer’s body-worn camera that was activated during the incident shows officers issuing multiple verbal commands from the cover of their fully marked patrol cars and instructing the woman to turn off the vehicle and for Dekemper to place his hands outside the window before slowly exiting the vehicle.
IMPD shared an image of one of the officers’ patrol cars that was struck after Dekemper opened fire.
Police were conducting a “high-risk stop,” which involves officers maintaining a safe distance from the suspect while delivering instructions and using their marked patrol vehicles as barriers. These tactics are usually used when police have a strong reason to believe the suspect they are apprehending has a history of violence.
In segments of the bodycam footage released by police, Dekemper could be seen exiting the vehicle and appearing to point his firearm and firing at police. Gunfire then rang out between the suspect and officers. Dekemper was struck multiple times after three officers returned fire.
Dekemper was transported to Eskenazi Hospital in critical condition before dying a short time later.
IMPD released an additional statement later that night detailing how officers recovered Dekemper’s handgun, which was reportedly used to fire at police during the exchange. IMPD confirmed that no officers were injured during the incident.
The female was also left uninjured after she followed the officers’ instructions and was brought into custody without further incident.

NYPD bodycam video shows knife wielding man lunging towards police, who fatally shot him inside 7-11
Newly-released body cam video of a police-involved shooting in the Bronx shows a man armed with a knife lunging toward a police officer who fatally shot him in the aisle of a 7-Eleven convenience store in September.
The incident Sept. 9 unfolded as a clerk at the Throgs Neck store walked next door to the 45th Precinct station house to complain about a suspicious man removing products from behind the store’s counter.
Two officers accompanied the woman on foot back to the store, at East Tremont Ave. and Barkley Ave.
There, the officers confronted Bronx resident Mamady Cisse, 22, who was wearing a hoodie and stood near a cooler with drinks and a Slurpee machine.
“Where are you going?” one of the cops said as Cisse walked toward him. “Where are you going? Take your hands out of your pockets.”
Cisse did not comply. Instead, he took a drag on a cigarette, and put it on a counter near the store’s coffee machines.
The cops backed away as Cisse walked slowly toward them. The video makes clear that when the officers ordered Cisse to take his hands out of his pocket, he held a large kitchen knife in his left hand.
One of the cops pulled his gun out, and repeated his command that Cisse take his hand out of his pocket.
Instead, the video shows, Cisse raised the knife and started running toward the officer.
The officer took Cisse down with one round — and then said: “Oh, Jesus.”
The man lunged at an officer with this knife.
His partner, who also had his gun out of his holster, immediately called a dispatcher on his radio. “Shot fired. Shot fired,” he said.
After the shooting, medics rushed Cisse to Jacobi Medical Center, where he was pronounced dead, cops said
A bloody knife remained on the floor near the store’s entrance hours after the shooting as cops investigated.

Bodycam shows LASD Deputies fatally shoot man with machetes at Lancaster grocery store
Dramatic body camera video has been released of a deadly confrontation involving sheriff's deputies and a man wielding two machetes at a grocery store in Lancaster.
Video released by the Los Angeles County Sheriff's Department shows the deputies repeatedly warn the man to drop the bladed weapons as he stands outside the store, and then retreats inside as customers are warned to get down.
The deputies used foam projectiles and Tasers multiple times but were unable to subdue the man as he was wearing a thick jacket that seemed to protect him from the non-lethal devices. He also used a machete to cut the Taser wires.
Finally, the man is heard declaring "You're starting to piss me off" and then he raises a machete above his head and starts charging at the deputies. The released portion of the video freezes there with the sound of multiple gunshots.
The department says the man, identified as Jonathan Scott foster, 38, was brought to a hospital and pronounced dead there.
The incident started hours earlier, when a man with a machete attacked a convenience store clerk in the 43500 block of 20th Street West in Lancaster. The clerk tried to block the machete and was slashed in her hand, and later treated at a hospital.
When deputies showed up, the man was gone, but they canvassed the area and warned local businesses to be on the lookout for a man with a machete.
By 9:30 a.m. they got a call from the grocery store in the same area about a man with a machete in his backpack.
When they showed up, he was outside the store with one machete, and then later pulled out a second from his jacket.
Deputies were seen on bodycam repeatedly trying to coax the man to put the weapon down, but he refused.
After he put one blade away and entered the store, they repeatedly used nonlethal means, until the deadly confrontation unfolded.

Police release new footage of deadly police shooting outside Burbank Home Depot
The Burbank Police Department and California Department of Justice continue to investigate an officer-involved shooting that occurred on May 27, 2023, which resulted in the death of one man.
On May 27, 2023, at about 4:00 p.m., the Burbank Police Department received a phone call from a man claiming he was in a vehicle in the parking lot of Home Depot, located at 1200 South Flower Street, armed with a “25 Beretta,” saying he was going to shoot people. The man provided the Communications Center operator with the make and color of the vehicle he was in and the location in the parking lot.
When the officers arrived, they located the man still seated in the described vehicle and had a verbal exchange. The suspect then exited his vehicle, took a shooting stance, held an object in his hand as if it were a handgun, and pointed it at the officers, which precipitated an officer-involved shooting.
Officers immediately provided medical aid to the man and summoned paramedics. The Burbank Fire Department responded and transported the man to Providence Holy Cross Medical Center, where he succumbed to his injuries.
The identity of the deceased is not being released at this time, pending identification by the Los Angeles County Department of Medical Examiner-Coroner’s Office.
Investigators continue to review body-worn camera footage, in-car camera footage, and surveillance footage of the incident. A search of the deceased and his vehicle did not reveal a firearm. The object the deceased pointed at the officers was determined to be a knife.

Detroit officer fatally shoots driver when being dragged, stuck inside the vehicle while reversing
A man was shot and killed by Detroit police and an officer was dragged 20 yards with a vehicle Wednesday evening during a traffic stop on the city's west side, according to police.
Officers pulled the driver over at about 10:15 p.m. at Fenkell Avenue and Southfield Road; Assistant Police Chief Charles Fitzgerald said he had failed to use a turn signal at the intersection. Later Thursday afternoon, police revealed the officers involved were assigned to a gang intelligence unit.
Once pulled over, the driver refused to provide identification, police said.
Fitzgerald said the driver attempted to drive off, and an officer reached inside the vehicle with his leg and stepped on the brake pedal, attempting to stop the vehicle, but was dragged about 20 yards.
The officer's partner entered the struggle by attempting to deploy a Taser, which, according to Fitzgerald, did not take. The driver put the vehicle in reverse, Fitzgerald said, and the officer was dragged again as the man drove backward.
The officer who was dragged then fired two shots at the driver, striking him in the upper chest, police said. He was transported to a hospital, where he was pronounced dead.
The officer was also hospitalized and was treated for injuries, Fitzgerald said.
The entirety of the struggle happened in less than a minute, according to police — "A lot was happening," Fitzgerald said.
A passenger in the vehicle was taken into custody for questioning and was later released, police said.
A Glock with an extended magazine and switch, "rendering it fully automatic," police said, was recovered from the driver's side floorboard. The weapon was a ghost gun, police said, which are guns with no serial number and are unregulated and untraceable.
It wasn't clear whether officers saw the gun prior to the fatal shooting.
A scale, cash and a large amount of drugs were also recovered, including oxycodone, crack cocaine, ecstasy, promethazine and marijuana, police said.
The man killed was out on bond while facing charges of receiving and concealing a stolen vehicle and carrying a concealed weapon, police said.

Bodycam footage shows final moments of South Tacoma shooting of Peter Collins
What started off as a routine call quickly escalated to a deadly shootout in South Tacoma in August.
Officers responded to a domestic violence call at the 6700 block of South Monroe Street after a man called 911 and reported a relative of his assaulted him.
Video released by the Pierce County Force Investigation Team shows Peter Collins yelling at someone, which was captured on a Ring video camera, before cutting to body camera footage from a Tacoma police officer instructing Collins to not get in a car.
Then, shots were heard coming from the house and the officer returned fire.
The video cuts to another scene taken from an officer’s body camera where shots are heard while the officer said that Collins has a long gun over his radio.
Investigators said Collins fled the area with two semi-automatic rifles, two handguns and a large amount of ammunition.
The video then shows another officer driving to Collins’ location on South Madison Street and pulling a rifle out of his trunk.
After multiple shots from Collins' location, the officer fired once in return, then reported that Collins is down.
Sgt. Darren Moss of the Pierce County Sheriff’s Department said this kind of dangerous situation is prevalent in domestic violence calls.
“You’re walking into a space where you’ve never been, but they have an advantage over you,” Moss said. “So if they have a hiding spot or a place they can get to, before you can find them, those are one of the things we have to think about, but with domestic violence being the most common calls for police officers to deal with, it can be the most volatile as well.”
Investigators said Collins sustained two gunshot wounds; one consistent with an officer-fired shot, and one consistent with a self-inflicted shot. The Pierce County Medical Examiner’s office ruled Collins’ death as a homicide from a rifle wound to the chest.
The investigation is still ongoing.

A Tulsa female suspect, who was holding children hostage, died from a self-inflicted shooting
Tulsa Police released bodycam video from a deadly officer-involved shooting that happened back in December.
Police identified Taylor Torres, 29, as the suspect who died following the shooting in east Tulsa.
Police say at around 10:30 p.m. on Saturday, they responded to a domestic disturbance involving Torres, who brandished and fired a gun while taking hostages inside a home.
Police previously said the home was near 31st and Mingo.
When officers arrived, they established and perimeter and tried negotiating with Torres, TPD said.
Police say Torres made threats of suicide and harm to others, including the hostages inside the home.
TPD said, “due to the imminent danger to the hostages,” officers entered the home.
When officers were in the home, Torres began a countdown, prompting an officer to fire their weapon. At the same time, Torres fired a round from her pistol, TPD said.
Police say Torres died at the scene. No hostages or officers were harmed.
TPD said the Medical Examiner will make the final determination on which rounds, be it the officer’s, Torres', or a combination of the two, proved to be fatal.
The involved officer is being placed on administrative leave, which TPD said is standard procedure in officer-involved shootings.
TPD also said their Homicide Unit is investigating the incident and reviewing body cameras.
All the evidence in the case will be submitted to the Tulsa County District Attorney’s Office, who will make an independent determination on the officer’s actions, TPD said.
“The Tulsa Police Department prioritizes the safety of all individuals and takes Officer involved shootings very seriously. We are committed to conducting a thorough investigation into this incident,” TPD said.

Glynn County police release bodycam of a rough arrest after cell phone video shows takedown
The Glynn County Police Department (GPCD) is investigating a use-of-force incident involving one of its officers.
Officials said video of the encounter circulated on social media Thursday afternoon showing a “physical confrontation” between a man, who has not been identified by police, and Officer Dustin Shipskie at the intersection of Altama Avenue and the Altama Connector.
According to GCPD, Shipskie responded to a report of a man yelling and cursing while on the road. The officer arrived at the scene and confirmed that the man was standing “dangerously close” to the roadway.
GCPD said the man approached Shipskie in the road despite the officer telling him to stay on the sidewalk, then came within a foot of the officer.
Shipskie used his arm to create some distance between the two of them, officials said, then attempted to de-escalate the situation to no avail.
According to police, Shipskie and the man got into a verbal confrontation, meanwhile, the man still had his hand concealed from the officer behind his back.
GCPD said the man started to walk away from Shipskie who then attempted to stop him, preventing him from possibly walking into traffic.
“After a brief struggle, the two men released each other,” officials said, though the man continued to confront Shipskie.
As the officer was calling for backup, GCPD said the man grabbed Shipskie with his right hand, released him and then made a hand signal, which Shipskie thought was an indication for others to come to the man’s aid.
At that point, Shipskie took hold of the man again, ordering him to put his hands behind his back. According to GCPD, the man resisted and grabbed the officer again before being taken to the ground.
Officials said the man then hit Shipskie in the face and began reaching for items on his belt.
The struggle continued in the roadway, GCPD said, and the officer attempted to tase the man, though only one of the prongs struck him. As the struggle continued, Shipskie was able to roll the man over on the ground.
An off-duty officer from Alcohol Tobacco and Firearms then arrived on the scene and helped Shipskie secure and handcuff the man.
The man’s mother also arrived on the scene and told officers that her son suffers from severe mental illness. GCPD said officers learned that the man had been charged in the past with crimes related to obstruction and fighting with officers.
Officials said the man was taken to the Glynn County Detention Center and now faces a felony charge of obstruction or hindering a law enforcement officer.
Shipskie remains on regular, full duty, according to GCPD, as officials review the use of force incident.

Dashcam video shows I-40 crash that sent 3 people, including OHP trooper, to hospital
Oklahoma Highway Patrol officials released dash camera video of a crash on I-40 in Canadian County that sent three people, including a trooper, to a hospital last week.
The video from the afternoon of Jan. 18 shows the trooper out of his vehicle talking to a driver pulled over on the side of the highway near Cimarron Road. The trooper was on the passenger's side of the vehicle away from oncoming traffic when a black SUV crashed into the back of the pulled-over vehicle.
The collision caused the trooper to be thrown into a grassy area near the highway and significant damage to a white SUV. The video then shows the video calling in to dispatch that he and another vehicle had been hit.
"About 1:55 p.m., that trooper radioed in that he had been in a unit collision," Trooper Preston Cox, with the Oklahoma Highway Patrol, said after the crash. "The trooper that made the traffic stop was speaking with the person there at the traffic stop, and then a third car came in and struck the person he had stopped."
The trooper is expected to be OK, and everyone involved in the crash was treated and released. Oklahoma Highway Patrol troopers are looking into the cause of the crash, and the investigation is ongoing.
"We show this video as a graphic reminder of the consequences of distracted or impaired driving and the importance of the slow-down, move over law," Oklahoma Highway Patrol officials said.
