Jerry Holland, Dedicated Public Servant in Duval County, FL
Meet Jerry Holland, the incoming Supervisor of Elections in Duval County, Florida, who assumes that office on July 1, 2023. But this isn’t Jerry’s first time at the bat of public service in Duval County. Having served on the Jacksonville City Council, including serving as the President of the City Council, and other local commissions important to the residents of Duval County, Jerry was Supervisor of Elections in Duval County from 2005, when he served out the term of his predecessor, and was then twice elected to the office.In 2015, Jerry was elected as the Duval County Property Appraiser, which oversees the property tax laws of the state of Florida and Duval County. Jerry was unopposed when he ran again for Supervisor of Elections this year.
In this episode of Who’s Counting, Cleta talks with Jerry about how election officials can restore the trust and faith of the citizens in the election process. They talk about a wide range of issues of concern to election integrity activists and leaders:the security of voting technology, ensuring that only legally eligible citizens vote, making sure that the election systems and procedures are fair to all voters, balancing access to the polls with protecting the integrity of the process, cleaning voter rolls, and more. Most importantly, according to Jerry, election officials and administrators adhere to a commitment to transparency and accountability.And Jerry notes that some of the mistrust that has arisen regarding the election system in 2020 arose from actions of election officials, such as covering the election office windows to keep out citizen observation of the election process.

Wyoming: A Leader in Pressing Forward in Election Integrity
Living up to its nickname of the “Equality State,” Wyoming is putting election integrity first to protect its freedom and its voters. Currently leading this charge is its newly elected Secretary of State, Chuck Gray.
The Secretary discusses with Cleta how, as a former Wyoming legislator, he developed a keen sense of the relationship between the ballot box and public policy -- from protecting the pre-born, defending Wyoming’s natural resource economy, or keeping destructive leftwing ESG (Environmental, social and corporate governance) policies from wreaking havoc on Wyoming businesses.
Secretary Gray is working through a “to do” list of election integrity protections with his former colleagues in the state legislature. They successfully ended “crossover” voting where members of one party can register on primary day to vote for a candidate in the opposite party, thus muddling results and stealing the ability of Republicans to choose a Republican candidate, for example.
He has worked to harden and clarify voter ID laws for in person and absentee voting, increase accuracy in the state’s voter rolls, and defeat Ranked Choice Voting before it even emerged from committee. His underlying election integrity principles are to increase transparency and protect his state from machinations from leftwing organizations from outside Wyoming from compromising election security and destabilizing elections.
In this interview with Cleta, Secretary Gray makes two other critical points. One, that federal election laws have undermined states’ rights to determine their own election procedures in a way that harms voters. He and Cleta also agree that all citizens must act as “sentinels” to ensure proper election administration and trustworthy results that increase voter confidence.

The first “Memorial Day” commemoration was held in 1866 as “Decoration Day” – a time to decorate the graves of the civil war dead. In 1971, Congress made Memorial Day a holiday to be held on the last Monday of May.
From the Revolutionary War through modern conflicts, men and women have made the ultimate sacrifice on our shores and abroad to protect freedom and give their lives in defense of America’s founding principles so deeply rooted in human freedom. Arguably, and constitutionally, one of those greatest principles is a system of free, fair and accurate elections.

“Alternate Voting Methods:” The Left’s Radical Models for Cementing Political Control
When public policy expert Trent England saw election integrity undermined by progressive policies in his home state of Washington, he took action that has an impact at the national level. That action came in the form of an organization called Save Our States, and its newest project STOPRCV (Ranked Choice Voting.)

These methods include Ranked Choice Voting (also known as Instant Runoff and Final Five,) Approval Voting and STAR (Score Then Automatic Runoff.) Cleta and Trent unpack each one of these dangerous methodologies that range from suppressive and unconstitutional to patently absurd.

Replicate This! A Local Government’s Official Election Integrity Task Force
Officials in Tarrant County, Texas (Fort Worth) have taken a bold approach to keeping their elections safe and secure, and hope their model will be a blueprint for localities across the country. In this episode of Who’s Counting? Cleta interviews Tarrant County Judge Tim O’Hare about his county’s program to ensure local elections are conducted according to law.
As a county judge, Judge O’Hare has governmental responsibility for the state’s 3th largest county. An attorney and property investor, O’Hare was elected County Judge in November of 2022. Campaigning on a platform of securing Tarrant County elections, Judge O’Hare worked in partnership with his County Sheriff and County District Attorney to create a formal, governmental Election Integrity Task Force.
The task force has a hotline and those calls trigger a series of official responses and investigation by a Sheriff’s deputy specially assigned to the task force, and if merited, a designated Assistant District Attorney to pursue prosecution.
In the few months this task force has been active, and against a backdrop of a Tarrant County ballot harvesting scheme that made national headlines, there are already four substantial cases working their way through that system.
Cleta and Judge O’Hare discuss specific threats to elections in Tarrant County, Texas and nationwide - and the merits of this critical program – both as a prosecutorial responsibility and a deterrent to any bad actors looking to game or corrupt the system.
As Cleta notes, elections are all conducted locally, and there must be a local focus on ensuring their integrity. Citizen task forces are making an enormous difference in protecting elections – and the effort of a local government task force focused on election integrity is a model for every county and city across the country.

State Election Integrity Coalitions Are Saving Our Constitutional Republic
Cleta’s guest this week is Kathleen (“Kathy”) Harms, whose official title is co-director of the Tennessee Free and Fair Elections coalition, which is part of the Election Integrity Network. The organization is dedicated to ensuring that Tennessee’s elections are being administered lawfully and accurately.
Kathy is one of the Volunteer State’s most important volunteer leaders. She and her network are wisely focused on the basics: authenticating voters, authenticating ballots and authenticating vote counts.
Simple, right? But not easy and often not done.
Leading the EIN’s National Election Integrity Working Group on State Legislation, Kathy understands the critical importance of educating state legislatures to the problems in the election systems. The Tennessee coalition is researching, investigating and challenging election procedures in their state that discourage or even suppress voters. These include the danger of voting centers instead of precinct voting. And Kathy has been consistently educating election integrity volunteers to work with their local election offices, and to help ensure that election administrators perform their only job (administering elections,) creating positive relationships with election officials despite differences, and protecting the rights of poll observers.

Jay Ashcroft: Principled Election Integrity Leadership in “The Peoples’ Office”
Missouri Secretary of State Jay Ashcroft has proven to be a thought and policy leader in the election integrity movement as well as a stalwart champion to promote accessibility, security and credibility for Show Me State voters.
After starting his career as a mechanical engineer and then as an attorney, it didn’t take long for Secretary Ashcroft to continue his family’s legacy of public service to Missourians. Now a two-term Secretary of State, Ashcroft was first elected in 2015 with a promise to take significant action to protect his state’s voters and for Missouri to be able to control its elections without interference from arguably un-constitutional federal incursion.
The Secretary has been a champion of individual rights and business innovations for his state, with election integrity a priority. He was a key player in ensuring that no private monies nor any in-kind donations from private organizations and individuals can be provided to election offices or officials – Missouri’s comprehensive “no Zuckbucks” laws are a model for other states.
Cleta and Secretary Ashcroft discuss many important aspects of election integrity, including the need for transparency in election procedures, with a steady eye always anticipating what the left might do next to weaken election protections.
After realizing that ERIC (the Electronic Registration Information Center) put more restrictions and limitations on Missouri’s voter rolls rather than meeting its ostensible (false) purpose in cleaning them, the Secretary tried to work with ERIC leadership to improve its services to his state – to no avail. In March of 2023, Missouri became the third state to withdraw from ERIC, a taxpayer-funded, leftwing private organization that meets none of its promises to its member states.
An outspoken constitutionalist and federalist, Secretary Ashcroft notes that “if states control their own policy, some will get it right and some will get it wrong. But if the federal government controls state policy, every state gets it wrong.”
