Almost 30 years apart, John Pilger's two documentaries about Palestine carried the same title, Palestine is Still the Issue. His point was that, in the course of a generation, a great injustice remained unchanged and urgent. His 1974 film described the flight and expulsion of almost a million Palestinians, who became refugees in their own land – at the creation of the state of Israel in 1948, then as a result of the Six Day War in 1967. ‘What has changed,’ says Pilger on his return to film his 2002 documentary, ‘is that the Palestinians have fought back. Stateless and humiliated for so long, they have risen up against Israel’s huge military regime, although they themselves have no army, no tanks, no American planes and gunships or missiles… For [them], the overriding, routine of terror, day after day, has been the ruthless control of almost every aspect of their lives, as if they live in an open prison.’ The Palestinians' struggle for their land is the theme of both films. The loss of 78 per cent of land in 1948 meant that they could claim only the remaining 22 per cent, which was occupied by Israel. They fought mainly with slingshots against tanks and planes during their first uprising, the 1987 intifada, and rose again and again. The curfews, controls, roadblocks and checkpoints governing their lives bear comparison with apartheid South Africa, says Pilger, who interviews both Palestinians and Israelis, making his report infinitely more powerful than if it had given voice simply to the oppressed. Indeed, the majority of his witnesses are Israeli. The longest interview is one of the most revealing – with Dori Gold, an influential figure at the heart of Israeli power. A Palestinian talks about his sister, the first female suicide bomber, a 28-year-old ambulance volunteer who had witnessed the deaths and wounding of people. He is proud of her. An Israeli father, Rami Elhanan, remembers his 14-year-old daughter who was killed by a suicide bomb. ‘You have to recognise the despair of those who carry out such atrocities,’ he says. ‘You have to ask yourself: have you contributed in any way to this despair. The suicide bomber was a victim, the same as my girl was.’ With Israel controlling the occupied West Bank through Jewish settlements that are illegal under international law, Pilger visits one such settlement. Some of the most gruesome atrocities of World War II - medical experiments on Chinese, Russian and American prisoners - were committed in China by Japan's infamous Unit 731. Fifty Years later, the Japanese continue to deny or minimize this part of their wartime record, refused demands for a clear apology. The cover-up was assisted by the United States in the postwar years. Rather than allow Unit 731 research on biological warfare to fall into Soviet hands, America shielded some of the war's worst criminals in exchange for their knowledge. Today, victims of the experiments are at last seeking compensation in the courts. Unit 731's sprawling headquarters were at Pingfan - completed with airport, railway stations and dungeons - on the outskirts of Harbin. Retreating Japanese troops burned down most of Pingfan in an attempt to destroy evidence, but even today, a local factory still fires up in incinerator where victims of medical experiments - at least 3,000 men, women and children - were disposed of. A dank cellar eerily suggests the thousand of white rats once bred there as carrier of bubonic plague and whose release at the war's end killed thousands of local Chinese in an epidemic. On a sunny day in June this year, on the steps of cellar, Han Xiao, Chinas leading expert on Unit 731, confirmed what the Department of Veterans Affairs has long denied: that American POWs in Mukden (Shenyang) were injected in 1943 with various bacteria to test their immunity. Most survived, but many died. Breaking Silence. A member of Unit 731, Nobuo Kamaden, speaking on the record for the first time, told U.S. News that his main job at Pingfan was to breed plague bacteria. "We would inject the most powerful bacteria into rats. On a 500-gram rat, we would attach 3,000 fleas. When the rats were released, the fleas would transmit the disease." Infected rats and fleas were also loaded into special porcelain bombs designed to keep the rats alive as they descended on a parachute from an airplane. But it was the human experiments, more than horrible weaponry, that distinguished Pingfan. Once, in an operation aimed at extracting plague-infected organs, which Kamada still finds it difficult to talk about, Kamada took a scalpel with no anastethic, to a Chinese prisoner, or "log," as the Japanese euphemistically called their victims. "I inserted the scalpel directly from the log's neck and opened the chest," he told an Japanese interviewer, at the time anonymously. "At first there was a terrible scream, but the voice soon fell silent." Sometimes the logs had to be prepared: "Unless you work with a healthy body, you can't get results. So if we had a spy who was unhealthy . . . we would feed him good food and make him exercise. It was the height of cruelty." Kamada's long silence about Unit 731 was shared almost universally by other former members. "Everyone was still alive. And the doctors were making contributions to medical studies. I thought it was best to stay silent for the sake of the nation," he says. Indeed, Japanese leading medical schools had assigned doctors to Unit 731. They returned as pillars of the postwar medical establishment, as deans of medical schools and head of pharmaceutical companies. Lt. Gen. Masaji Kitano, who served as commander of Unit 731 near the end of the war, went on to the director of Green Cross Corp., a leading maker of blood products founded by another Unit 731 veteran. Today, a bizarre stone memorial that Kitano erected in honor of his experimental rats still stand in a disused rat cellar in China. It was more courtesy than he showed the victims of his experiments, who were euphemistically referred to as "monkeys" in published scientific papers. The Shenyang medical school still has hundreds of slides of human brain cross sections, some of which were used in papers published by Sendai University with open references to the use of "fresh human brains." Prof. Keiichi Tsuneishi, a Japanese historian of science, pieced together much of the Unit 731 story from scientific papers published by doctors, many of whom later agreed to speak to him. "They have no sense of remorse at all," he says. Instead, the doctors complained of wasting the best years of their lives on medical research that could not be continued after the war. These attitudes have contributed to a collective amnesia in Japan toward war atrocities. Still, the truth keeps seeping out. One example: Japanese right-wingers typically deny the Nanjing massacre of 1937-38, in which marauding troops slaughtered some 200,000 Chinese. A secret report from the defunct Japanese South Manchuria Railroad Co. recently came to light detailing some results of the massacre. Professor Tsuneishi says that the death of Emperor Hirohito 1989 has made it easier for veterans to speak openly. Even so, reverence for the emperor's brother, Prince Mikasa, learned of the human experiments when visiting Pingfan in 1943, and it is almost inconceivable that the emperor, who signed the order founding Unit 731, was unaware of the true nature of the work. Indeed, recent historical research suggests that the emperor had a considerable greater hand in directly managing the conduct of the war and delaying the peace than had been thought. When Mac Arthur spared Hirohito from prosecuting in the interests of stability, he inadvertently blocked Japanese efforts to know and face their own past. Introduction to the documentary ‘The Money Masters’ BASEL I. In 1988 a faceless, un-elected group of bankers met in Basel, Switzerland at the Bank for International Settlements (“BIS”) – the “Central Banker’s bank” which even Swiss authorities may not enter – and in their “Basel I accords” agreed to a set of minimum capital requirements (8%) for banks. This was a number fine for some banks, but higher than what was in place for France and especially Japanese banks. To raise more capital to reach the 8% level, French and Japanese banks had to reduce loans, causing a recession in France and a depression in Japan, one from which Japan has never fully recovered. BASEL II. In 2004, the same group met and agreed to Basel II (“The Return of Basel I”)– which required banks to value their capital based on market values, or “mark-to-the-market.” These rules were approved for the US on November 1, 2007. The declining housing market set off a chain reaction due in part to Basel II which banks knew was coming and constricted credit in anticipation of. The next month, December, 2007 the stock market collapsed and the Great Recession began in earnest. This should have been no surprise to the Japanese, nor to the BIS bankers. Full implementation of Basel II was subsequently delayed in the US until 2009. Basel II has been blamed for actually increasing the effect of the housing crisis as banks had to reduce lending to increase their capital as the value of mortgages they hold declined. This produced a downhill snowball effect on home prices and then on nearly everything else as lending and the economy contracted. BASEL III. Not content with two massive regulatory failures, the same bankers have now produced Basel III (“The Revenge of Basel I & II”). Like Basel I & II, Basel III increases capital requirements yet again, in a series of steps beginning in 2013 with the start of the gradual phasing-in of the higher minimum capital requirements not completed until 2018. The BIS bankers have imposed this and are forcing their home governments to get in line, as has the UK, the US and most other developed nations. It is truly a global rule by central bankers acting in concert/cabal. An OECD study estimates that the medium-term harmful impact of Basel III implementation on GDP growth is in the range of −0.05% to −0.15% per year – just what’s needed in a worldwide recession! To meet the capital requirements effective in 2015 banks are estimated to need to increase their lending spreads on average by about .15%. The capital requirements effective as of 2019 could increase bank lending spreads by about .5%. Rising interest rates could significantly hurt small bank capital positions because a 3% upward swing in interest rates could drop a bank’s capital by 30%, placing the bank in an undercapitalized position, forcing it dramatically to reduce loans. Again, the downhill snowball effect. The proposed Basel III regulatory capital requirements are an immense and unnecessary burden that will actually threaten the existence of banks with under $1billion in assets. These new regulations will further drive consolidation into a few bigger banks. Some on Wall Street, like mergers and acquisitions expert John Slater, predict that Basel III’s compliance costs will lead to a merger boom, and that in the next 3-5 years 20-30 percent of all banks will merge, further consolidating wealth in fewer and fewer hands. That is the object – world bank/economic and hence political control by a handful of un-elected, unaccountable, international bankers beholden to no one, many of whom have ethics only Machiavelli could admire and worldviews that most people on earth would consider abhorrent. International Monetary Fund Researchers Back Full Reserve Banking Our Monetary Reform Act, written in 1996 by Patrick S.J. Carmack, J.D., and supported by Dr. Milton Friedman is largely based on the monetary reform plan that came out of the University of Chicago during the Great Depression in 1933, with added safeguards. Recently two researchers working for the IMF (perhaps not for long now!) discovered the Plan, dusted it off and have noted five major – and real – benefits of the plan. While there is slim to no chance the IMF will promote the plan despite it’s obvious advantages to the public, still it is very interesting that it’s own researchers discovered, compliment and hoped to advance it. THE ADVANTAGES OF THE CHICAGO PLAN/MONETARY REFORM ACT 1.) Better Control/Reduction of Business Cycle Fluctuations (the Boom/Bust Cycles) 2.) Elimination of Bank Runs 3.) Dramatic Reduction of the National Debt (elimination when fully implemented) 4.) Dramatic Reduction of Private Debt 5.) National Output Gains of 10% The IMF authors noted that all five benefits of the Plan were supported by their research. That is true.Caveat: however, absent safeguards the Chicago Plan per se would dangerously increase Leviathan’s (the State) control over the economy (while reducing direct private bank control – a good thing in itself), and it does not abolish fiat money which would be even more subject to political control under the Chicago Plan. As noted in the Monetary Reform Act and by Dr. Friedman, remedies to those two deficiencies would be that either monetary growth must be regulated by a Constitutional Amendment establishing either a zero (i.e., stable supply – no change) or a low fixed rate of annual growth (such as 3%) or by legislation, or, fiat money must be abolished and replaced with a commodity-based money such as gold (and/or silver or whatever a real free market develops as money). Unfortunately, legislation is subject to political manipulation (such as the how CPI is currently manipulated to indicate inflation is under 2% when it is closer to 10%) and relatively easy change, so this is not the ideal, but is of course much more easily passed. Such a Constitutional Amendment would far less subject to manipulation, as would be a commodity/gold-backed money (but even those can be manipulated in various ways) – they would be preferable to legislation. If those safeguarding elements were added, we believe this would be a huge improvement over the current system; it would in fact have the 5 advantages noted by the IMF researchers, and if bankers’ back it they would be either marvelously philanthropically motivated or will have given up on their scheme’s for world economic control. Neither is very likely, so beware of any push to implement the Chicago Plan without those or similar safeguards. The combination of international bank control of the world economy via the BIS/IMF/World bank and State control is, as we all know, gradually heading for international totalitarianism. Any increase in power to either element is fraught with danger and must be very carefully examined. The Central bankers’ Bank for International Settlements (BIS) in 1988 in the “Basel I” regulations imposed an 8% capital reserve standard on member central banks. This almost immediately threw Japan into a 15 year economic depression. In 2004 Basel II imposed “mark to the market” capital valuation standards that required international banks to revalue their reserves according to changing market valuations (such as falling home or stock prices). The US implemented those standards in November, 2007. In December 2007 the US stock market collapsed and credit began drying up as banks withheld loans to comply with the 8% capital requirement as collateral valuations began to drop. The snowball effect of tightening credit, which reduces economic activity and values further, which resulted in further tightening of credit, etc., has produced a worldwide depression which is worsening. Those capital standards have not been relaxed despite the crushing effects on the world economy* the credit contraction it requires has caused. Why? In 1989, Ft Detrick biological diseases experts were called on by the Virginia Department of Health and Hygiene when a commercial laboratory animal holding facility in Reston, Virginia, experienced an outbreak of an Ebola virus in its primate population. The potentially devastating outbreak was quickly handled, preventing what health officials feared could have had a terrible effect on humans. Author Richard Preston chronicled in The Hot Zone the rapid and effective response by Ft. Detrick scientists and soldiers. This in turn sparked at least one major movie (Outbreak), which based its story on the basic scenario of the Ebola outbreak The U.S. Army established its offensive Biological Warfare program at Fort Detrick in 1943. The purpose of the program was twofold: develop defensive mechanisms against biological attack and develop weapons with which the United States could respond in kind if attacked by an enemy who used biological weapons. The offensive Biological Warfare program remained at Fort Detrick until November 1969, when the United States formally renounced the use of lethal biological agents and weapons, and all other methods of biological warfare and discontinued these offensive programs. From 1943 through 1953, biological warfare research on humans was observational in that it was done after occupational exposure incidents or accidents among workers in the biowarfare facilities. These incidents provided the station hospital the unique opportunity to study the onset, clinical course and possible therapeutics for many rare diseases. There were no fatalities or long-term injuries among Whitecoat volunteers. The program ended in 1973 upon termination of the military draft. During Operation Whitecoat several experimental vaccines were developed to protect workers engaged in research at Fort Detrick.
