In the coming years, biodigital technologies could be woven into our lives in the way that digital technologies are now. Biological and digital systems are converging, and could change the way we work, live, and even evolve as a species. More than a technological change, this biodigital convergence may transform the way we understand ourselves and cause us to redefine what we consider human or natural.

Biodigital convergence may profoundly impact our economy, our ecosystems, and our society. Being prepared to support it, while managing its risks with care and sensitivity, will shape the way we navigate social and ethical considerations, as well as guide policy and governance conversations.

Guided by its mandate, Policy Horizons Canada (Policy Horizons) intends to start an informed and meaningful dialogue about plausible futures for biodigital convergence and the policy questions that may arise. In this initial paper, we define and explore biodigital convergence – why it is important to explore now, its characteristics, what new capabilities could arise from it, and some initial policy implications. We want to engage with a broad spectrum of partners and stakeholders on what our biodigital future might look like, how this convergence might affect sectors and industries, and how our relationships with technology, nature, and even life itself could evolve.

China developed the Corporate Social Credit System (CSCS) to ensure corporate compliance and improve behaviour of companies doing business in China. It is part of the People’s Republic of China’s plan to build a single, standardized reputation system for local and foreign firms alike.

The system touches on virtually all aspects of a company’s business operations in China. It assesses the performance and demeanor of companies, by analyzing topic-specific ratings (e.g. tax, customs and environmental protection) and compliance records (e.g. on anti-monopoly cases, data transfers, pricing and licenses). The automated system collects data, processes and rates it against the defined requirements. Based on their rating, Chinese authorities will reward businesses with “good” and sanction those with “bad” behaviour.

China has already introduced the system. It is expected to be fully implemented by the end of 2020.

Advances in big data provide the CCP with a greater capacity to forecast, identify and assess risks to Party-state security. Their application is also intended to improve the integration, sharing and utilisation of data between and across Party-state entities. One part of the CCP’s social governance process is the nascent social credit systemFootnote72 , which relies on technology to coerce and co-opt individuals to participate in their own management. Big data and social credit do not replace the Party as the central authority. Developments in those fields seek to augment existing processes for social and political control, which are visibly and invisibly hosted through everyday social and economic activity. Progress in big data and social credit does not create fundamentally new control methodologies. 2. By telling the Canadian People in early 2020 that the 'only way to end' this pandemic is when we get a
vaccine. It is important to note that, to this point in the last 20 years, a successful COVID vaccine had
not been achievable. There also was, to this point, to guarantee that a COVID-19 vaccine could be
created. Leaving us to conclude that Justin Trudeau knew BEFORE this point in time that a vaccine had
been created. Thereby setting the stage for only one choice for consumers. A choice that only benefits
The Vanguard Group's 'flagship clients'.
3. By ordering and securing millions of doses of vaccines before knowing if Canada could even approve
the Moderna, Pfizer, and Astra Zeneca vaccines, Justin Trudeau confirmed that the federal government's
plan was to approve the vaccines regardless of the health risks they may pose. This decision only
benefits The Vanguard Group's 'flagship clients'

By misleading Canadian citizens into taking the vaccines against their will by manipulating information
and thereby removing 'informed consent'. This is done by the false reporting from federally bribed
media outlets, and false fact checking support by the The Vanguard Group owned outlets of Facebook
and Twitter. This increases vaccine sales and thereby benefits The Vanguard Group's 'flagship clients'.
5. By using increasingly aggressive pressure tactics such as blaming the unvaccinated for lengthening the
duration of restrictions. Such as introducing Vaccine Passports and denying civil rights to the

6. Dr. Tam has made several arbitrary decisions not seeming to be based on science. Such as, stating that
airplanes are safer than grocery stores. This defies everything she had said to this point. This decision
stemmed purely from political and financial motives not on the 'junk science' she tried to sell.

I believe, in this document, I have more than proven a reasonable case and met, at the least, the minimal
threshold for a felony collusion and racketeering investigation into the actions of Justin Trudeau, Jagmeet Singh,
and Chrystia Freeland. Plus the subsequent investigations of Dr. Theresa Tam, Dr. Bonnie Henry, Doug Ford as
well as the other government agents listed above. I also believe I have proven beyond a reasonable doubt that

Dear Parents and Guardians

Ontario children should be in school without masks and without fear!

Thank you for expressing interest in legal action to address the unwarranted restrictions, closures and mandates that have been imposed in our schools and on our children. We are asking for your support as a parent or guardian to put an end to forced medical procedures on our children in Ontario schools, including mask wearing and PCR testing.

As you are well aware, since the second half of the 2019/20 school year, children’s rights have been violated in return for no discernible benefit to them. Their health and wellbeing have been put at severe risk by unelected and unaccountable public health officials, who summarily closed schools and then introduced a slew of unproven “health measures” in a misguided attempt to ensure children’s safety. Since very early on during the pandemic, it has been clear that

• Children’s risk of serious illness and death from COVID-19 is lower than their risk of serious illness and death from seasonal influenza

• Children do not catch or transmit COVID-19 as easily as adults do, and so in school settings adults are more likely to infect children than vice versa

• Schools are the safest places for our kids to be

• School closures have a negligible impact on spread of COVID-19 in a community

• Mask mandates have no detectable impact on the spread of COVID-19 in school settings

• Mask-wearing is associated with poor respiratory function, lower cognitive functioning, and reduced social development in children.

Children in the United Kingdom, Ireland, Sweden, Norway, Finland, Denmark, the Netherlands, France, Italy, Switzerland and several states in the US are all attending school as normal, with no masks, and there has been no associated rise in COVID-19 cases, let alone hospitalizations or deaths, in the schools or in their communities. In much of Scandinavia, notably Sweden, schools were never closed, and masks were never required of children.

In all of Canada, official statistics indicate that precisely 16 (sixteen) people under the age of 20 have died with COVID-19, i.e. not necessarily of COVID-19 (at end August 2021). For context: at least 20 people under the age of 20 died from seasonal influenza every year from 2015 to 2019. The little that is publicly available about the 16 who died with COVID-19 (e.g., a baby that died in March/April 2021 at the B.C. Children’s Hospital) indicates that they were already ill with serious co-morbidities.

It makes absolutely no sense to vaccinate children with a vaccine whose long-term effects on the body are unknown, to protect them against such vanishingly small risk. Indeed, there is evidence that the risk to children of vaccine injury or death is higher than the risk of illness and death from COVID-19. In any case, it is simply unjustifiable to discriminate against children (or any people) who decline to take COVID-19 vaccines for any reason.

We are counting on your support to help us to initiate specific legal action against targets that we will strategically select with the help of our legal counsel. Potential targets include School Boards, Ontario’s Education Ministry and Ontario’s Ministry of Health, as well as individual officials in these bodies.

There are three routes that you can take in supporting us:

• Join the action as a litigant. We will require a contribution from you to help cover the expenses of the legal action.

• Donate to our fund to help us cover the costs of the legal action and associated costs (e.g., creating content to publicize our efforts). This is critical as we will need a lot of funding particularly for legal action.
