We have had a President choose to run for Congress and win before... John Quincy Adams...

John Quincy Adams served one presidential term, after losing a contentious run for re-election in 1828 when Adams was viscously and improperly accused of corruption... (sound familiar) and 2 years later he was elected to the House of Representatives.

Of all of the significant issues our country has seen, not including the corruption and "irregularities" of today, the issue John Quincy Adams chose to fight was against slavery... He could not correct this problem as President and he worked for 18 years against slavery in the House... until he actually collapsed on the House floor and died 2 days later.
