Fulshear City Council covers up city manager Harper's absenteeism paid by Fulshear taxpayers.

Look at this 5-minute video where the city council removes City Manager Harper's obligation to inform them about his future leave of absence.

Council-members S. Johnson, J. Knape, L. Martin, K. Pool and Patterson voted yes even when they all, including Mayor Groff, received two months earlier a solid evidence of his severe absenteeism.

They got the large absenteeism report in early January 2023. They repealed on March 21st, 2023 the existing resolution requiring Harper to provide City Council with his notices of leave.

"Multiple council members" requested this Groff said. Note how they ganged up on Councilwoman Cates, the author of the original resolution requesting Harper to let them know when he will not be in the office. They did not let her even finish her sentence. Look at how the cabal did not allow the discussion and how fast everybody was acting to get rid of it, not having any discussion. Did they all arrange this among themselves, excluding Cates and Kahlich, outside of the meeting prior to it? Watch dynamics between council members how they are looking at each other. Just bizzare.

There have been only two council members out of seven who actually wanted to deal with Harper, but they were over-voted. The departing Councilwoman Kahlich got "a special award" for voting in favor of holding Harper accountable; despite her wanting to stay and serve on Fulshear EDC as just a resident, she was kicked out and replaced with the donor to our Mayor’s nonprofit. The donor who has not shown up for EDC meetings for 3 months.
