U.S. officials formally declared that Russia has committed war crimes. Secretary of State Antony Blinken says Moscow has violated the laws of conflict by launching aimless attacks and Russian forces are deliberately targeting civilians. We've seen those videos and photos of apartments, school buildings, and hospitals being destroyed. NTD sat down with Rep. Buddy Carter (R-Ga.) to hear his thoughts about this.
