Take, for instance, Montreal's failure to produce a single social housing unit despite collecting over $24.5 million in fines. It almost feels like a sitcom episode where one character promises something big, collects funds for it, but never delivers. Meanwhile, the city's official response appears to be a classic mix of bureaucratic foot-dragging and vague commitments to "reimagine and rethink" affordable housing. All the while, the actual problem of skyrocketing rents and a looming affordability crisis is just a footnote.
